Saifullah Fazl was born in 1966 in Kabul, Afghanistan, in a middle-class family. He completed his secondary and higher education at the Isteqlal High School and continued his studies in Quebec, Canada. After emigrating from home town, he continued his academic studies in electrical engineering and subsequently in computer science at Édouard-Montpetit College and the Formatroniques Institute in Quebec. He also has horizontal education in sectors such as (Red Hat engineering certification), management of non-profit facilities, travel and tourism, and public social services. In terms of his social activities, one can find the establishment of Ariana Mirror TV, the establishment of the Afghan Union of Montreal, the establishment of the International Development and Relief Foundation in Montreal, the editorial role of Dari Publications and the Carleton University of Ottawa Monthly, and the establishment of Dar Dari Foundations and the Afghan Journal.
